Absolutely! In fact, the GORE-TEX membrane is the iconic standard among breathable, windproof, and waterproof membranes. The membrane consists of 1.4 billion pores (similar to our skin) per square centimetre. These pores are as much as 20,000 times smaller than a water droplet and 700 times larger than a water vapour molecule. That wat, water from the outside cannot get in, but condensation (your evaporating sweat) can easily get out.
Whereas the classic GORE-TEX membrane (identified by the black label) protects you from water and wind, GORE-TEX Infinium protects you primarily from cutting wind. So while this membrane is not completely waterproof, it is water-repellent. By the way, the label for Infinium is white instead of black, so you can easily see the difference.
With GORE-TEX Infinium, the brand focuses more on insulation, comfort, and versatility. The membrane keeps your body from cooling down due to cold wind. Because even on sunny days, the wind can lower your body temperature in no time. This membrane is also breathable, allowing your sweat to escape easily. You can find this technology not just in jackets and trousers, but in gloves and shoes too.
